Josephine Bias Robinson

Executive Vice President, External Affairs

Josephine Bias Robinson serves as the Executive Vice President of External Affairs for The HSC Health Care System. In this role, she is charged with coordinating external affairs and strategies for each of The HSC Health Care System business entities. She will develop and implement successful tactics to improve communications, marketing, government and private partnerships, and family and community engagement. She will also serve as the staff lead for The HSC Foundation.

Prior to joining The HSC Health Care System, Mrs. Bias Robinson served as the Chief of the Office of Family and Public Engagement for DC Public Schools. This office supports parents and families, fosters community partnerships, spearheads community engagement efforts, and facilitates community forums and other public meetings. From 2008-2012, she was the Vice President of Income and Community Impact with United Way Worldwide. She was appointed as the United Way representative to the national Emergency Food and Shelter Program Board, and as a member of the governing board for Enhanced Capital Partners LLC.

Prior to joining United Way Worldwide, Mrs. Bias Robinson served as senior administration appointee at the US Department of Health and Human Services (HHS), where she worked as Director of the Office of Community Services at the Administration for Children and Families (ACF); HHS representative to the US Treasury Department’s Financial Literacy Education Council; the ACF representative to the HHS Interagency Council on Homelessness; and earlier as Chief of Staff to the Acting Assistant Secretary of the Office of Public Health and Science and the Executive Director of the President’s Advisory Council on HIV/AIDS.

In 2001, she served in the White House as Executive Assistant to the Chief of Staff Andrew H. Card Jr., and later as an Associate Director for Health Care Outreach in the Office of Public Liaison.  Mrs. Bias Robinson also worked in the United States Senate as a professional staff member to the Joint Economic Committee. In the private sector, she was a Manager of Federal Affairs for the Pharmaceutical Research and Manufacturers of America and a Legislative Assistant and Administrative Coordinator at Amgen.

Mrs. Bias Robinson has a bachelor’s degree in International Relations and Politics from the Georgetown University School of Foreign Service.
